KUALA LUMPUR: Individuals who cannot be given the COVID-19 vaccine due to medical-related factors can apply for a special digital certificate or vaccination exemption at MySejahtera through the District Health Office (PKD), said Health Minister Khairy Jamaluddin.

However, he said, they would have to get verification on their condition from registered medical practitioners.

He said they would also be required to go to the district health office and submit a special form, which is an assessment slip on suitability of receiving COVID-19 vaccine for patients with certain health problems, which had been verified by the medical specialist.

"The digital certificate through MySejahtera will be obtained within a week if the application submitted is complete and meet the stipulated conditions," he said during the question and answer session in the Dewan Rakyat today.

He was responding to a question from Isnaraissah Munirah Majilis (Warisan-Kota Belud) on alternatives for individuals who could not be vaccinated due to health reasons and whether there is any form of document specifically for the group for them to move about.

To a supplementary question from Isnaraissah Munirah, Khairy said those who have been fully vaccinated, but did not have a digital device to show their digital vaccination certificate, they could produce the vaccination card that was issued to them at the vaccination centre (PPV).

If they lost the card or the card is missing, they should lodge a report at the district health office, he added.

Meanwhile, Khairy said the government did not deny the right of any individual in the country from getting the vaccination, including residents without documents on citizenship or with immigration problems.

"The policy of the National COVID-19 Immunisation Programme policy is a no wrong door policy. What is important is not the immigration status (of an individual), but public health, that's why we prioritise vaccination for everyone in Malaysia," he said in response to a question from Steven Choong Shiau Yoon (Bebas-Tebrau) on vaccination for those without documents and illegal immigrants.
