Malaysia's crime index has been consistently trending downward with 45 percent reduction from 2010-2015,
according to the National Transformation Programme (NTP) Annual Report 2015.
The report said initiatives such as Safe City Programme, the Omnipresence programme, especially at crime hotspots and the Community Policing Programme have significantly reduced the crime index.
"Incidents of car theft have also further decreased by 10 percent in 2015, following a major 20 percent reduction in 2014, as a result of a focused move to cripple major car theft syndicates, which broke five-year rising trends," it said.
Prime Minister Datuk Seri Najib Razak launched the NTP Annual Report 2015 that addresses Malaysia's transformation journey, including in some key socio-economic areas under the NTP over the last six years.
Transforming the Royal Malaysian Police (RMP) into a world class police force by 2020, the report said Modern Policing initiatives were introduced in 2015 for a more service and community-oriented force.
Detailing on the initiatives, phase one of modern policing involved Balai Transformation project which was piloted at three police stations in Brickfields and Taman Tun Dr Ismail in Kuala Lumpur and Trolak, Perak.
As a result, a series of reporting process improvements under the Police Reporting System (PRS) was implemented, said the report.
In reducing violent and property crimes, the report stated that since the introduction of the police Motorcycle Patrol Unit (URB), there were 2,000 RMP personnel mounting motorcycle patrols daily, with over 200,000 suspicious individuals questioned.
"There are 260,119 residential houses visited annually. This resulted in another 2,111 arrests nationwide in 2015," it said.
To maintaining vital police logistics, RMP managed to replace 1,200 MPVs out of 3,541 which had reached their eight-year lifespan.
"Another 500 are expected to be replaced in 2016, and the eventual replacement of all vehicles by 2020," it said.
According to the report, RMP will be using body-worn camera which has been implemented in other countries such as Singapore, that manages to assist in evidence gathering and serves as a check-and-balance mechanism.
