Two police reports were made on the plan by self-proclaimed "Sultan of Melaka", Raja Noor Jan Shah Raja Tuah, to hold a ceremony in Pulau Besar, near here, tomorrow to confer "state" awards, titles and medals on several individuals.

The reports were lodged by Pulau Besar Security Committee chairman Datuk Abdul Ghafaar Atan and Majlis Gabungan Belia Melaka (MGBM) at the Ayer Keroh police station at about 6pm on Monday. Abdul Ghafaar said the police report was made for the authorities to take action against the plan as it contravened the state constitution.

"It is an offence as the conferment of state awards and titles can only be made by the Melaka Yang Dipertua Negeri (Tun Mohd Khalil Yaakob). We don't want this to be made a joke by certain individuals," he told reporters, here. MGBM president Zali Mat Yasin, representing 16 youth organisations, said Raja Noor Jan Shah's alleged action could affect harmony in the state.

"We don't want anyone in Melaka to cause uneasiness or doubts on whether a sultan actually exists in the state as it can also lead to administrative conflict," he said.

Recently, Raja Noor Jan Shah wrote a letter to Chief Minister Datuk Seri Idris Haron to discuss for the former to be recognised as the Sultan of Melaka, claiming that he had obtained that recognition from the International Court of Justice.
